Titlul prezentării: Agglomeration economies, business tax rates and public spending: The case of Spain (based on joint work with Brais Pociña-Sánchez and Laura Varela-Candamio)

Abstract: This paper extends a linear foot-loose (FC) capital model to examine the effects of public spending aimed at reducing firms production costs on the link between agglomeration economies and business tax rates. We find that the standard results of taxable agglomeration rents of a FC model are either magnified or partially off-set depending on the relative intensities of jurisdictions´ public spending allocations. Empirically, we aggregate data at the level of local labor markets (LLMs) to exploit the relationships from the model. LLMs data, as opposed to municipal data, allow to fulfil with the labor immobility assumption implied by FC models. Moreover, the validity of market potential as a proxy for agglomeration economies is safely safeguarded at this geographical scope of analysis. The results of our estimations for the 449 Spanish LLMs over the period 2005-2017 find the existence of taxable agglomeration rents. Additionally, public spending allocations targeting firms costs are found to have a significant impact on the agglomeration economies-tax setting link. Our results are robust to controlling for different agglomeration measures, alternative neighbourhood criteria, market potential endogeneity and other socio-economic variables affecting tax-setting decisions.
